I confirmed this by disabling my mods one-by-one and then entering the game and dismissing my companion. You can go to workshop mode and point at the NPC at a settlement then click R(default button for Move, otherwise you can look down at the button help bar below. I thought the only mod that might affect this would be Homemaker, but disabling the plugin did not have an effect. After Ive done that one time, that settlement becomes their new home and thats where they will go if I dismiss them in the future. As they start walking off I open up workshop menu and use the move option to send them to a settlement I choose. When the encounter with the Brahmin selling lady happened, I couldn't buy the Brahmin because I couldn't select a settlement to send it to. My work around is to dismiss a companion the first time while IN a settlement. Also, in the SPOILERS SPOILERS SPOILERS Nuka-World DLC, when speaking to Shank, I cannot select a settlement because the little box doesn't appear. Basically what's happening is I when I dismiss my companions, the little box that lists the settlements does not appear and the companion gets sent to wherever I last sent them.
